I have TC 33, recently my throttle has begun to creep down when I start to drive it. I think it is in the lever not at the engine. Is there a way to tighten up the lever?

It's probably just a tension adjustment needed. You could call the dealership and ask them. I bet they can tell you exactly what to tighten.
